I’ve searched everywhere online and can’t identify year or even for sure what it is. It was hanging in my grandma’s log cabin for years and year. She passed away in 1981 at age 79. It looks like a magazine or sheet music holder, but the presidents on it is odd. Inside where the magazines would go is pretty red paper. It’s possible she painted it a solid gold, although she was an outdoors person and not at all crafty, so it seems unlikely. I’ve heard guesses that it was made for the centennial or for a school. The back is wood and there isn’t any marking or lettering. We are holding an auction and I would rather not put this on if it is rare or has special value.
Any insight you can offer would be greatly appreciated!

This piece served a dual purpose, both as a celebratory item for the liberation, as well as an FDR memorial piece. It was woven by a Belgian concern (Edmond Meert, 1869-1961) in appreciation and “Presented as a tribute of thankfulness to their American friends.” These words are woven into the bottom of the portrait. The dates sewn into the piece are 1932-1945 (the year of his death), as well as the black band in the upper corner for the memorial piece. (Please see the attached photo)

I've searched every possible combination and simply can't find any reference

This was given to me by grandfather by an executive in the Secret Service (from the '50s to the '70s), and my grandmother gave it to me after my grandfather passed in 1990. The Secret Service executive had several pieces of memorabilia in his collection, and he gave this piece to my grandfather (his good friend) several years ago. I also have an unused Eisenhower matchbook as well, but didn't include it in these pictures.
From the information I've been able go gather online, this might be a post-embargo "official" JFK cigar (the cellophane means it's not a Cuban). Any insight would be appreciated.
