This appears to be the plain variation of one that has eagles above and below the images and slogans. That particular one has guided in auction in a fairly wide range with the most I have seen about $350 for an excellent example. I would expect this one to do something a little bit less than it's fancier cousin.

Also interesting is that, since Chester Arthur succeeded to the presidency when Garfield was assassinate in 1881 and did not run in the 1884 election, items like this are among the few authentic campaign items that contain Arthur’s picture.
The other comments are pretty close. It would sell for about $200-$225 (in a good mail/internet auction), probably around $150 on ebay in excellent condition as is stated. I have the other variety and one of these, but mine is quite stained. I would offer $160 for this one.
